Our cadre consists of an unmatched blend of military special operations, law enforcement, fire/rescue, emergency medical services, emergency management, Federal law enforcement and other specialists who bring responsive, tailored services and products to dynamic organizations.
At CEI we specialize in results. Utilizing the A.S.E. principal, our programs are Achievable, Sustainable, & Effective. We have long recognized that any sustainable program must include embedded agency trainers. Because of this reality, every program CEI develops includes a Train-the-Trainer (TtT) component. Our signature programs include collaboration with the host agency to vet and approve the curriculum and all supporting materials for an agency trainer to be effective (e.g. PowerPoint's, student handouts, video support materials, etc.). We then provide ongoing support to agency trainers with expertly trained speakers and trainers to ensure the long-term sustainability of your program.
Justin is an emergency response professional, consultant and trainer specializing in all-hazards/all-crimes emergency planning, training, exercise design and exercise facilitation.
With an ongoing professional career spanning 30+ years, Justin is a veteran of both military and civil service sectors. His experience includes military service in both US Marine Corps and US Army special operations forces, civil service as a Fire & Explosion Investigator, firefighter, technical rescue specialist, hazardous materials technician, tactical paramedic, Special Response Team program administrator, Homeland Security Exercise & Evaluation Program facilitator and Terrorism Liaison Officer.
Justin holds a Bachelor’s of Science in Emergency Management and Applied Science degrees in Emergency Services - Paramedicine, and Fire Science.
Justin has developed and managed specialized emergency response, counter-terrorism and active threat training & exercise programs for national level events, energy sector facilities, and port authorities throughout the United States and for US interests operating overseas. As a Certified Member of the American Association of Aviation Executives (AAAE) and professional member of the National Speakers Association he’s been a contributing author of two emergency management and aviation security texts, and co-author of the curriculum and text for the Incident Command System for Commercial & General Aviation programs.
Gloria Overholt, BS

Gloria Overholt holds a Bachelor of Science in Accounting, minor in Business Administration. She has an extensive career in Accounting, Budgeting and Financial Reporting. Her area of focus is in all aspect of governmental finance with 40 years of local municipal and county finance. She is past Director of Finance and Budget for a large county Library system consisting of 10 community libraries, a bookmobile and two support facilities. Her many years of experience include general ledger accounting, government grants, budget, payroll, computer conversions, fiscal analysis, debt service, capital projects, and financial reporting, as well as supervision of staff. Most recently she was the project manager of the Coronavirus Aid, Relief, and Economic Security (CARES) Act for a large Colorado County.
